The people acting within the framework, as licensed agents of the framers, murdered 100 million plus in the last century alone - that was just within one particular framework. Tens (hundreds?) of millions starved to death after agents of the framers collectivized the fruits of their labor and left them with nothing. Tens of millions more died at the behest of the framers in wars fought on the framers' behalves while the framers stayed home. Every one of those people we're talking about didn't want to get on the wrong side of your "credible threat to harm" agents when they died. As it turned out, "humans are ****, but let's give some of the **** humans sanctioned power to hurt other humans - for security!" was the philosophy of a particularly dense toddler.. Could be a factor in people distrusting frameworks and framers. Dunno.

See here's the thing, even though many, many people have died due to state-sanctioned violence there is a wealth of evidence and research showing that the raw numbers are actualy misleading. It's really quite simple. When the population grows exponentially for several centuries the numbers for state-sanctioned violence in terms of raw numbers also increase. However, if said increase does not match the rate of increase of population growth as we have seen especially in the last century, you're actually seeing an improvement in incidence of death by state-sanctioned violence. So while I understand the point you're trying to make, it's wrong and you're going about it pretty much the opposite way you should be.

We're actually statistically living in the most peaceful, least violent period of human history. So clearly something is working, no?
