It's just that the Bucs don't have their 3rd rounder (thanks JPP) so we're limited on draft capital already. So trading up from 38th overall would take atleast our 4th rounder leaving us w/ 2 picks in the first 4 rounds, which is where Licht has been much better finding players than rounds 5-7.
If Licht has a strength as a GM it's been in rounds 1-4 of the draft. There has been some misses like we see with every GM, but he's built a nice young core here with those picks past Bucs GMs often failed to do. So a big part of me wants the Bucs to trade back from 7 if the board and trade offers dictate such a move so that Licht has more picks on day 1-2 to fill out the roster.
The rumor last year was we were all ready to trade back until OJ Howard was sitting there. And of course, in 2016 we traded back a few spots with the Bears. So it's not impossible. Generally when we've traded, we've traded up, not back (Beckwith, Marpet, etc)
